zaphkito	8c839b0d4e	dns: added WAHLAP billing DNS block ... China have another company named universal service WACCA, but they use same PowerOn and Download Order domain with SEGA official, so we need express `sys-all.cn` is only used for WAHLAP, not all China SEGA games.
